"Government Project, Do Not Delay"

Betcha, this is yet another perfect example of what Pinoy drivers call "road intimidation" techniques.

Here are some, by experience, that I know:
1. a big, and I mean really big government ID (PNP, DENR, etc.) in the windshield;
2. a "wang-wang"
3. or a bare red plate


I don't exactly know what it meant, but what are these people trying to say with this 8 1/2 by 11 inches signage?

    Tanong lang po ako if my written paper or document po ba and
    "Government Project, Do Not Delay" signage na usually nakikita sa mga public vehicles. Any Memo or Resolution will do. Sana may magreply po. I will this for my project and research wala po kasi akong nakikita sa website nyo po.
    This will be a vital information for my project
